This position is located within the Defense Information Systems Agency Headquarters building in Arlington, VA. The purpose of this position is to provide NETOPS (GIG Enterprise Management, Network Assurance and Content Management) for the DISA Command Center (DCC). Such support facilitates the planning, analysis, design; development, testing, configuration, implementation, integration, operation, maintenance, and restoration of IT networked systems used for the transmission of information in voice, data, and/or video formats.

A Top Secret, Special Compartment Information (TS/SCI) security clearance is required. ADP Level I.

Serves as a NETOPS Watch Officer with the responsibility of defining, executing, managing, and providing complete situational awareness of all aspects of the total breadth of the Defense Information Systems Network (DISN) network operations mission. Ensures the continuous real-time availability and accessibility of the DISA portion of the GIG. Ensures the DCC is capable of providing the wide range of IT network support services that are vital to the accomplishment of mission requirements.

In a team environment with the support of all the DISA regional NOCs, oversees and coordinates systems testing, troubleshooting, and support required to maintain optimal DISN availability and accessibility. Uses sophisticated automated network and system management tools to perform proactive fault management tasks related to networks and systems. Monitors performance of customer networks, analyzes network traffic patterns, network devices, network software, and executive software to proactively detect and correct errors. Performs a broad range of network analysis activities in support of hardware and software systems maintained for the customer. Oversees the installation of network hardware and software fixes and upgrades. Maintains operations and performance information related to configurations and ensures correct/efficient procedures are implemented as part of network management and control.

Develops daily operating plans, assigns, prioritizes, and oversees the work and related activities of other network specialists as required. Provides procedural assistance to systems administrators to determine adequacy and quality of systems. Documents findings and ensures recommendations are relevant to actual operating environment. Monitors, evaluates, and coordinates assigned functions and is responsible for the preparation and presentation of briefings to command/management officials, senior-level DISA personnel, and other external customers as to the current program status, state of the network, and related issues.

Leads or participates in major network projects and provides situational awareness to all stakeholders. Ensures rigorous application of information security/information assurance policies, principles, and practices in the delivery of network services. Maintains continual vigilance against threats to IT network confidentiality, integrity, and availability. Develops and implements procedures and methods for protecting network confidentiality and integrity.

Performs other duties as assigned.

A Top Secret, Special Compartment Information (TS/SCI) security clearance is required. ADP Level I.

This position may require shift work. Overtime may be required as workload demands. Work requires travel both to CONUS/OCONUS. In accordance with VOL II, JTR, employee may be required to travel by regularly scheduled commercial passenger or military aircraft in the performance of assignments.

DCC supports the 24-hour, 7-day a week operational mission of the DISA portion of the GIG. This may require the incumbent to be in a standby or recall status in case of national emergency, mission critical systems outage, or other scenario as deemed appropriate by the DISA CONUS Commander. This may also require that the incumbent carry a pager, mobile phone, or be directly recalled to duty from a recall roster. In such cases, compensation shall be in accordance with appropriate rules and regulations.

Note: This contract will be up for recomplete September 30, 2010.
